Three things, in this order:
- The local fire code and the authority having jurisdiction (AHJ) — every market sets its own reachability rules, and they are the binding requirement. Confirm the current edition with your fire consultant; do not copy a figure from a supplier catalogue.
- The equipment inside — a landing valve needs its handwheel within comfortable reach; a hose reel needs its drum centre at a height where a person can pull hose without stooping or stretching; an extinguisher needs its carrying handle reachable by an average adult.
- The wall and the traffic — corridor width, door swings, skirting, dado rails and wheelchair routes all limit where the cabinet can physically sit.
The cabinet manufacturer does not set this figure. What the factory needs from you is the finished mounting height you have decided, so the internal layout and bracket positions can be built to suit.
Where You Measure From
Most specifications reference the finished floor level (FFL) — the top of the final floor finish, not the bare structural slab. This matters more than people expect: a project that mounts cabinets before the tiles or raised flooring go in can end up 30–80 mm lower than intended across an entire floor.
Two other reference points appear on drawings, so check which one your spec means:

Five Mistakes That Fail Inspection
- Measuring from the slab instead of finished floor level — the single most common one.
